Assessment of implementation of the EU eGovernment Action Plan 2011 – 2015
The objective of the study is to assess the implementation of the Action Plan with a view to recommend concrete actions to be taken by the EU and the EU Member States under the new eGovernment Action Plan 2016 – 2020.
Open Evidence participates in the project “Assessment of implementation of the EU eGovernment Action Plan 2011 – 2015 SMART 2014/0064” in partnership with Deloitte.
The study will provide answers to how well has the EU has progressed towards meeting the Malmoe vision: “by 2015 European public administrations will be recognised for being open, flexible and collaborative in their relations with citizens and businesses. They use eGovernment to increase their efficiency and effectiveness and to constantly improve public services in a way that caters for user’s different needs and maximises public value, thus supporting the transition of Europe to a leading knowledge-based economy.” In terms of geographic scope, the study will cover the European Union 28 Member States with a clear and complete assessment of the eGovernment Action Plan, per action per Member States.
The parameters and indicators developed by Deloitte and Open Evidence for the mid-term evaluation of the eGovernment Action Plan will be used for this assignment.
