The European Union (EU) and Member States (MS) have implemented a number of measures to reduce the consumption of tobacco and related products. The study aims to analyse the preferences and perceptions of consumers on five tobacco and tobacco-related product categories, namely: novel tobacco products (mainly, heated tobacco products), small cigarillos, slim cigarettes, electronic cigarettes, and waterpipe tobacco. The study investigates market developments, consumer perceptions, and the health, social and economic impacts for each product. The study used a mixed methods approach to summarise the information available to date over the EU27+UK. The study contributed to the Commission’s 2021 report to the European Parliament and the Council on the application of the Tobacco Products Directive 2014/40/EC.
