Study on Evaluation of the Regulation (EU) 2019/1150 on promoting fairness and transparency for business users of online intermediation services (the P2B Regulation)

The five objectives of the study are to 1) assess the state-of-play of the Regulation’s implementation, 2) identify methods to make full use of the increased transparency the P2B Regulation brings, 3) define the next steps to raise awareness and ensure better implementation of the P2B Regulation, 4) gather information and experience to develop the methodology for the future assessment of the P2B Regulation, 5) gather information and provide support to the Commission in its implementation of Articles 13, 16 and 17 of the Regulation. The activities will include desk research, a review of the platforms’ terms and conditions, interviews, a survey with business users, focus groups, case studies and communication activities. The study will identify good practices and any challenges since the Regulation’s adoption and will provide a baseline for comparison, for the full review of the Regulation in 2025.
