Study supporting the Impact assessment of an EU initiative introducing the European Disability Card

Abstract: The study aims to assess different policy, legal options and legal instruments with the objective of proposing the European Disability Card in all EU Member States. The starting point is a definition of the problem with an analysis of the current legal basis and framework and a mapping of the range of services in the internal market providing preferential conditions for persons with disabilities. Then, the objectives of EU intervention will be described, as well as the justification for EU action. The baseline scenario will be described and a set of policy options will be defined. The impacts of each option will be assessed and compared to define a preferred option. The study will also assess the implementation of the EU parking card, the challenges identified and potential recommendations.
