Study on assessing the functioning of the Joint Procurement Agreement for purchasing medical countermeasures for cross-border health-threats

Abstract: This study aims to assess the performance of the current setting of the joint procurement agreement (JPA) against it underlying objectives, as defined in the legal framework. The assessment makes a clear distinction, addressing separately, between the period since the adoption of the JPA until the Covid-19pandemic, and during the Covid-19 until the present. The research includes the use of quantitative and qualitative data on the expected economic, social and health impacts, and a monitoring an indicators framework to assess the costs and benefits of potential future JPA framework contracts.
