Study exploring the context, challenges and possible solutions in relation to the quality of traineeships in the EU

Open Evidence together with CEPS (Centre for European Policy Studies) will be conducting a new study for the European Commission (DG EMP): ‘Study exploring the context, challenges and possible solutions in relation to the quality of traineeships in the EU’.

In 2014, a Council Recommendation established a Quality Framework for Traineeships. In the context of the 2023 European Year of Skills, the Commission Work Programme announced an “update of their quality framework for traineeships to address issues including fair remuneration and access to social protection”. The study aims to support the Commission in improving the policy framework for quality traineeships in the EU and will assess the existing problems and explore options and impacts of a potential EU initiative on quality traineeships.

The research activities will include desk research, a legal analysis of the national regulatory frameworks, stakeholder consultations through interviews, surveys, focus groups and workshops, and a cost-benefit analysis.
