Study supporting the evaluation of COSME and EIP

COSME EIP

Open Evidence will be contributing to the study supporting the ex-post evaluation of the Entrepreneurship and Innovation Programme (EIP) and the final evaluation of the Programme for the Competitiveness of Enterprises and small and medium-sized enterprises (COSME). The study is led by CSES in partnership with CSIL for the European Commission (DG GROW).

The EIP (2007-2013) and its successor COSME (2014-2020) aim to support the growth and innovation of small and medium sized enterprises (SMEs) through measures facilitating access to finance, fostering entrepreneurship and creating an environment favourable to SME cooperation.

The study will last 11 months and will involve extensive desk research, portfolio analysis, analysis of the responses to an Open Public Consultation and call for evidence, targeted surveys, interviews, case studies, workshops and a counterfactual analysis.
