Report of the study on the evaluation of the Platform to Business Regulation

Regulation (EU) 2019/1150 on promoting fairness and transparency for business users of online intermediation services (‘Platform to Business Regulation’ or ‘P2B Regulation’) entered into force on 12 July 2020 and aims to ensure fair and transparent treatment of business users by online platforms, with requirements of transparency in the terms and conditions, and the provision of more effective options for redress including complaint handling mechanisms and mediation in case of problems.

Open Evidence and PPMI (lead) conducted the Study on the Evaluation of the P2B Regulation, to support the European Commission’s first review of the Regulation. The study reviewed the implementation of the P2B Regulation two years after it became applicable, based on a review of the terms and conditions of 300 selected platforms, more than 300 interviews with a wide range of stakeholders, a survey with business users in eight Member States, four international focus groups with business users, as well as extensive literature review and desk research.
