Study to Review the Digital Citizenship Education Recommendation

Digital Citizenship Education (DCE), a concept coined by the Council of Europe, is a holistic approach combining the development of digital skills and competences for democratic culture, through the pillars of being online, well-being online and rights online. Recommendation CM/Rec(2019)10 on developing and promoting digital citizenship education was adopted by the Committee of Ministers of the Council of Europe on 21 November 2020 and provides recommendations to Member States on how to introduce DCE into their legislation and learning frameworks, with stakeholder involvement and international cooperation.

Open Evidence, together with its partner Learn More, has been awarded a study for the Council of Europe to conduct the first review of the DCE Recommendation. Following the refinement of the analytical framework, the study team will conduct extensive desk research of the national frameworks of the 46 Member States of the Council of Europe and conduct a survey with representatives of the national authorities in charge of education.
