Study exploring the context, challenges and possible solutions in relation to the quality of traineeships in the EU

Abstract: In the context of the European Year of Skills, taking into account the evaluation of the 2014 Council Recommendation on a Quality Framework of Traineeships, the Commission Work Programme (CWP) 2023 announced an “update of their quality framework for traineeships to address issues including fair remuneration and access to social protection”. The study aims to support the Commission in improving the policy framework for quality traineeships in the EU. The study assesses the existing problems and explores options and impacts of a potential EU initiative on quality traineeships. The research activities include desk research, a legal analysis of the national regulatory frameworks, stakeholder consultations through interviews, surveys, focus groups and workshops, and a cost-benefit analysis.
