New project: Study on systemic risks and their mitigation under the Digital Services Act

The Digital Services Act (DSA) introduced the obligation for designated Very Large Online Platforms (VLOPs) and Very Large Online Search Engines (VLOSEs) to conduct a risk assessment of the systemic risks stemming from the design or functioning of their services and to put in place reasonable, proportionate and effective mitigation measures to address these systemic risks.

The objective of this study, led by Open Evidence in partnership with PPMI and Spark Legal and Policy Consulting, is to support the Commission in the supervision and enforcement of these obligations, by 1) deepening the understanding of systemic risks, their characteristics and identification; 2) supporting the analysis of risk assessment methods for the various systemic risks; and 3) assessing the proposed and implemented risk mitigation measures and identify best practices.

This four-month study will be conducted through a review of VLOPs and VLOSEs risk assessment reports and publications, desk research of reports from public authorities, civil society organisations and academia, interviews with stakeholders and validation workshops.
