Abstract: The Digital Services Act (DSA) introduced the obligation for designated Very Large Online Platforms (VLOPs) and Very Large Online Search Engines (VLOSEs) to conduct a risk assessment of the systemic risks stemming from the design or functioning of their services and to put in place reasonable, proportionate and effective mitigation measures to address these systemic risks. The objective of the study is to support the Commission in the supervision and enforcement of these obligations, by deepening the understanding of systemic risks, their characteristics and identification, supporting the analysis of risk assessment methods for the various systemic risks and assessing the proposed and implemented risk mitigation measures and identify best practices. The study is conducted through desk research, interviews and validation workshops.

The final report contributed to the first Commission report on systemic risks as per Article 35 DSA, available here.
